Abstract

The article argues that Germany's 1991 "Ordinance on the Avoidance of Packaging Waste" provides a successful model for waste management by shifting the financial and operational responsibility for packaging disposal from the public sector to producers and distributors. By utilizing market-based incentives and industry-funded infrastructure, the analysis contends that Germany has fostered technological innovation and economic advantages in the recycling sector.
