Abstract

The article examines the evolution of the European Community (EC) toward a federal system, highlighting its potential as a model for regional integration, particularly for Eastern Europe. The Maastricht Treaty significantly advanced this process by establishing the European Union (EU) with the EC at its core, focusing on economic integration while broadening its scope. The EC's legal framework, supported by key Court of Justice rulings, demonstrates federal characteristics, though political sensitivities surround the term "federal." The article explores the EC's expansion into Eastern Europe and the effectiveness of its judicial and legislative structures, emphasizing the balance between supranational authority and member state sovereignty.
