Abstract
The note argues that the British government's failure to adequately investigate and address the 3,000 unsolved murders from the Troubles in Northern Ireland constitutes a violation of human rights. It critiques the government's proposed Historical Investigations Unit for being insufficient and not meeting the procedural standards required by Article 2 of the European Convention on Human Rights. The note proposes a restructured unit to ensure impartial and effective investigations, emphasizing the need for accountability and closure for victims' families.
