Abstract
The article argues that international human rights law applies to cyberspace, obligating States to protect individuals' rights online, including privacy, freedom of expression, and assembly. While the legal framework exists, its application remains unsettled, requiring further development to address challenges like balancing security with liberty and regulating non-State actors. The article emphasizes the need for States to adopt a "Golden Rule" approach, prioritizing human rights and security over short-term competitive advantages.
